York Commons is a state-financed low-income apartment complex, consisting of 102 units in five detached three-story buildings. Improvements associated with this development include on-site parking facilities for 230 vehicles, a tot lot and play area, stormwater collection, conveyance, and detention / infiltration systems, landscaped yards and streetscapes, internal sidewalks, an attached community center, and connections to existing public utilities adjacent to the site. PennDOT permits were required for road widening and the construction of a left turn lane on Cape Horn Road.
